Let us call this what it is: a veiled threat. Ivanhoe Atlantic, a subsidiary of billionaire Robert Friedland’s High Power Exploration (HPX), is attempting to pressure our duly elected President into overriding a decision made by an organ of government—the Inter-Ministerial Concessions Committee (IMCC)—simply because it does not serve their interests. This behavior is an outright insult to Liberia’s sovereignty and democratic processes. In its letter, Ivanhoe expresses discontent with the government’s designation of ArcelorMittal as the operator of the Yekepa-Buchanan railway line, contrary to the company’s expectations of a “multi-user” regime. The letter goes so far as to question the legitimacy of the IMCC’s process and implies—without evidence—that the absence of a few ministers delegitimizes the committee’s decision. President Boakai Says Liberia’s Railway Will Be Shared by All Companies Reported by Mark Matthew | Our Story Liberia President Joseph Nyuma Boakai has made it clear that Liberia’s railway system will be open to multiple users when ArcelorMittal Liberia’s (AML) agreement ends in 2030. This decision supports a new government policy that says no single company should control the rail, and an independent operator will manage it instead. President Boakai spoke about this during a big meeting with top government officials on Tuesday, May 6, at the Executive Mansion. He reminded everyone that Executive Order No. 136—signed in October 2024—must be followed by all companies and government agencies. This order says the railway must be shared fairly and openly by all eligible companies. The President gave these instructions after controversy arose when the head of the National Investment Commission, Jeff B. Blibo, sent letters to AML and another company, Ivanhoe Atlantic, suggesting AML could keep control of the railway for 25 more years. But President Boakai quickly said those letters were not approved and went against the government’s policy. Ministers of Mines, Finance, and Justice confirmed they didn’t know about the letters. While some senior staff were evacuated to Ivory Coast for critical medical care, many survivors now permanently disabled have been left neglected without any compensation resulting to these individuals struggling. To date, victims have received no financial or emotional support and follow-up treatment. Though these individuals sustained devastating injuries, the company has largely evaded accountability, leaving victims and families without justice or proper compensation. To make matters worse, the Liberian government remains silent, failing to demand answers or hold ArcelorMittal responsible likely due to bribery and conflicts of interest. This is not an isolated incident, but part of a disturbing pattern of corporate negligence, where workers and communities suffer while profits increase. Liberia has massive mineral reserves including iron ores deposits that are currently being operated inter-alia by the Indo-European conglomerate ArcelorMittal, with further investments from Turkish, Russian and Chinese interests as well. During my conversations with the mining ministry, I also learned of concerns that exploration licenses were being used to start initial operations without proper operational licensing in remote parts of the country. The United States has an opportunity to strike more responsible minerals deals with Liberia, particularly around critical mineral deposits which are naturally washed through alluvial sands that reach the Atlantic coast.

There are numerous allegations from both international and national sources suggesting that minerals other than iron ore are being extracted and shipped. Reports indicate that these minerals are mixed with unprocessed ore during transportation. Section 4: Additional Minerals states: "If the Concessionaire discovers that the Concession Area contains minerals other than those subject to the Class A Mining License, it shall have the right to mine such additional minerals, subject to the provisions of Section 6.7(c) of the Minerals and Mining Law." This raises serious concerns. How can a sovereign government grant such privileges to a corporation while neglecting the interests of both current and future generations of Liberians? For 20 years, Liberians have been shortchanged. Will the Boakai administration take the necessary steps to revise this agreement to better serve the nation's citizens, including those yet to be born? At the heart of the controversy are letters reportedly dispatched by Blibo to ArcelorMittal Liberia (AML) and Ivanhoe Atlantic, informing the companies that the Inter-Ministerial Concessions Committee (IMCC) had “unanimously decided” to grant AML continued operational control over the Yekepa-to-Buchanan railway for an additional 25 years. In his recent annual report to his constituents, Rep. Flomo stated that multiple projects that were planned for communities impacted by mining operations have been delayed due to AML's failure to disburse the funds.
